Ferit Ucar, PhD

Senior Economist

Ferit Ucar rejoined NMR in September 2020. He has extensive experience in study design, program evaluation, data analysis, survey methodology, and multivariate statistical techniques. Before joining NMR, Ferit worked for the New York State Department of Public Service as a Senior Advisor providing guidance, support and leadership for policy development relating to energy efficiency and beneficial electrification. Ferit also held the position of Senior Economist at Environmental Defense Fund, where he conducted economic research and analysis to inform and guide EDF’s clean energy strategy and advocacy. His research focused on modeling the economic, climate, and public health impacts of policy decisions, identification of transition pathways to a clean energy economy, and levers to transform the energy sector, including electrification of vehicles and buildings. His previous work at NMR included the development of a top-down model to estimate net savings from ratepayer-funded energy efficiency programs in Massachusetts. His other experience includes analytical work in a national study to evaluate the federal Weatherization Assistance Program, development of information and program performance metrics for the federal LIHEAP office, as well as evaluations of other low-income energy efficiency programs. He holds a Ph.D. in Economics from Princeton University. In his free time, he enjoys playing and watching soccer.
