Client: California Public Utilities Commission (CPUC)

Project: California Multifamily Residential New Construction Market Effects

NMR is leading an integrated study, with dual objectives of establishing baseline measures for market effects of the California Investor Owned Utilities’ (IOU) Multifamily New Construction (MFNC) programs and characterizing the MFNC market in California. The study is being conducted in two phases. In Phase I the team will complete a market characterization and segmentation analysis of the California MFNC market during the 2010 to 2012 time period. Phase I will include a preliminary analysis of the program and market theory linking program elements to potential market effects. Phase II will include baseline measurements of MFNC projects built under the 2008 Title 24 standards during the 2010 to 2012 time period as well as case studies of a subset of projects included in the baseline. The case study approach will allow the evaluation team to develop a detailed understanding of the role of energy efficiency in MF buildings and the impact of the program on the energy efficiency of MF buildings

Project: Massachusetts Residential New Construction Four to Eight Story Multifamily Pilot Study

NMR conducted a series of interviews with the sponsors, implementers, and participants of the Four to Eight Story Multifamily New Construction Pilot (Pilot). The Pilot was introduced in 2010 to address the needs of four to eight story buildings that do not qualify for ENERGY STAR certification but are too small for commercial programs. The interviews examined the Pilot’s goals and objectives, program processes, measures covered and installed, and program satisfaction.

Clients: Vermont Multifamily Onsite Report

Project: Vermont Department of Public Service

A team led by NMR and including Dorothy Conant, DNV GL (formerly KEMA), and EFG, have twice assessed the market for single- and multi-family new construction and existing homes in Vermont. The studies involved hundreds of telephone surveys with homeowners and on-site energy audits. In addition, the team interviewed a variety of trade allies, including HVAC contractors. The final component was a code compliance study for newly constructed homes.
