Project: Review of Effective Practices for the Planning, Design, Implementation, and Evaluation of Market Transformation Efforts

For the California investor-owned utilities, NMR identified and summarized effective program planning, design, implementation, and evaluation practices for market transformation programs both from the literature and as implemented by established strategic market transformation efforts in several states. The study focused on five types of residential programs (lighting, products including appliances and consumer electronics, whole house, HVAC, and new construction) in jurisdictions outside California. NMR reviewed literature to identify practices considered by authors as important to effectively carrying out market transformation; identified residential “strategic market transformation” programs in selected states; gleaned information on the programs’ designs, strategies, evaluation approaches, and other relevant topics from the programs’ reports and from interviews with program administrator staff; and summarized the findings in a report. The report identifies actionable lessons learned based on the experiences of program administrators that have long implemented market transformation program approaches, and includes appendices with specific information by program type for program planners, implementers, and evaluators to use in developing market transformation program and evaluation plans.
