Commercial Building Benchmarking

Client: California Public Utilities Commission

Project: Statewide Process Evaluation of Commercial Building Benchmarking Support

NMR conducted a process evaluation of commercial building benchmarking initiatives by the California investor owned utilities. The evaluation activities included reviewing a large number of program documents from the utilities; reviewing and analyzing customer benchmarking data; conducting in-depth interviews with program staff, benchmarking stakeholders, and large commercial customers; and developing, fielding and analyzing the results of telephone surveys. The study provided insights on the relative performance of the four different initiatives and offered suggestions for how to improve program processes and structures to more efficiently achieve goals. It also offered feedback on the appropriateness of the utility initiatives to increase benchmarking of commercial buildings using ENERGY STARĀ® Portfolio Manager, and sought to assess the relationship between the information provided to customers through benchmarking and subsequent energy savings.
