Monica joined NMR in 2011 with more than thirteen years in energy efficiency program evaluation, including over ten years
leading the evaluation, research and behavior work at the Consortium for Energy Efficiency (CEE). While at CEE, Monica
established and led initiatives to support the needs of energy efficiency program administrators related to program evaluation
and to the incorporation of insights about behavior change from the social sciences into program design and marketing.
She also established and managed legacy projects including the annual national survey of household awareness of the
ENERGY STAR® label, the annual “State of the Energy Efficiency Program Industry” survey and report, and the clearinghouse of
market assessment and program evaluation reports. She has developed and presented evaluation training for regulators in
conjunction with the Institute for Public Utilities and has been an invited speaker for Camp NARUC. She is a member of the
Planning Committee of the International Energy Program Evaluation Conference. Monica holds a Ph.D. in Sociology from the
University of Wisconsin.
Prior to NMR and CEE, Monica worked as a Research Assistant at Energy Center of Wisconsin, gathering and analyzing data for a
residential market characterization study that was the basis of her dissertation on the role of attitudes and intention in
explaining thermostat-setting behavior. Monica enjoys spending time with her husband and daughter, who share her fondness
for fiber crafts, the arts, and hikes in the Middlesex Fells.
