David Barclay

Senior Project Manager

David joined NMR in October of 2008 and has since worked on numerous projects including the evaluation of the ENERGY STAR® benchmarking programs offered by National Grid and NSTAR. At Gainesville Regional Utilities, David led a team that designed and implemented 22 residential and commercial energy efficiency programs over the course of two years. David was the lead analyst in the effort to create Gainesville Regional Utilities’ feed-in-tariff, the first of its kind in the US. His areas of interest and expertise include low-income energy supply planning, energy efficiency programs, solar photovoltaic policies, lighting, market barriers and renewable energy policy. David received his Master of Science degree in Decision and Information Sciences from the University of Florida.

David and his wife are both Florida natives—David was born in Miami and his wife was born in Key West. David saw snow fall for the first time in last year when they relocated to Syracuse, New York, which has an average annual snowfall of 117 inches (nearly 10 feet). For their first winter, the couple implemented a strategy they termed “Embrace the Winter,” participating in a variety of winter sporting activities for the first time including ice skating, cross-country skiing, snowboarding, sledding and snowshoeing.
